Outdoor Gatherings, Indoor Venue Limits Increased - Gov. Phil Murphy on Monday signed an executive order increasing the general outdoor gathering limit to 200 people effective at 6 a.m. this coming Friday. Religious services, political activities, weddings, funerals, and memorial service occurring outdoors will continue to be uncapped. The general indoor gathering limit will remain at 25 people. AS the weather warms up, people are encouraged ti get outside as much as possible, since this virus is many more times more transmissible indoors. Also effective on this Friday, the state will lower the thresholds seating capacity for venues to be considered a large venue down to 2500 from 5,000. More info here. 

Newark is One of Three U.S. Cities to get a FEMA Community Vaccination Center  - The facility, expected to open on March 31, will have the capacity to vaccinate 6,000 people per day, seven days a week. It will get doses of vaccines directly from the federal government, which will be above and beyond New Jersey’s normal allotment. (ROI-NJ)

Increase Vaccine Eligibility 

On Monday, March 29th, vaccine eligibility in New Jersey will expand to include additional frontline essential workers and on Monday, April 5th eligibility will expand to include additional essential workers, individuals aged 55 and older, and individuals 16 and over with intellectual and developmental disabilities. As of this week, more than 3.7 million vaccine doses have been administered in New Jersey and more than 2.4 million people have received at least one dose.

Updated Recommendations for Schools

The NJ Department of Health released updated COVID-19 K-12 operational guidance this week. If masking and frequent hand washing can be maintained, full-time, in-person instruction can begin with the distance between students reduced to three feet for all elementary schools and for middle and high schools where the region is in low and moderate risk level. Six feet of distance is still critical in indoor common areas when masking is not an option, such as when students are eating and drinking in the cafeteria. More here. 

New Visitation Guidance for Long-Term Care Facilities

As more long-term care residents get vaccinated and as outbreaks decline in these facilities, the NJ Department of Health has adopted new federal visitation guidance, which allows for an expansion of responsible indoor visitation. The guidance allows for indoor visitation at all times regardless of the vaccination status of the resident or visitor—except for a few circumstances where visitation should be limited due to the high risk of COVID-19 transmission. Residents or loved ones experiencing challenges navigating the options for visitation at long-term care facilities can call the Office of the Long-Term Care Ombudsman at 1-877-582-6992, or visit nj.gov/ooie to send an email or to file a complaint. Rental Assistance Available

A second phase of the COVID-19 Emergency Rental Assistance Program is now open to help New Jerseyans pay their rent or arrears. The program devotes over $350 million to rental assistance for low and moderate income households that have had a substantial reduction in income as a result of the pandemic, including those who are homeless or at risk of homelessness. Learn more from the Department of Community Affairs and click on the link here to apply online.

In Berkeley Heights...

BH Outdoor Dining to Be Extended - An ordinance extending outdoor dining in Berkeley Heights was introduced at Tuesday's Township Council meeting; the ordinance will be up for adoption at the Council meeting on April 6. The extension goes through the end of this year as the Township moves to permanently extend outdoor dining. If your restaurant previously received approval for outdoor dining and your configuration/plans will be the same for the Spring, you do NOT need to get approval again from the Township's Restaurant Review Committee. However, if any changes are made to your plans, or if you did not previously get approval from the town for outdoor dining, please submit your plans to our Health Department at LPalumbo@bhtwp.com.. Thank you for your cooperation. 

BH Parking Permit Holders Get Another 3 Months - As the public health crisis from COVID-19 remains ongoing throughout the Township of Berkeley Heights and the State of New Jersey, the Township Council has approved an extension of the 2020/2021 Annual Parking Permits at their meeting on Tuesday, March 16th.  The annual commuter parking permits expiring on March 31, 2021 shall remain valid for an additional three (3) months, until June 30, 2021. In Other News...

N.J. restaurant, casino, spa, gym, amusement indoor capacities increase to 50% todayThe increase from 35% to 50% for those businesses took effect at 6 a.m. and comes after a steady decline in new cases and hospitalizations since the start of the year, though both have started to rise again in the last week. Nearly 3.3 million vaccine doses have been administered in the state with more than 1.1 million people fully vaccinated.

Bad News: COVID-19 Cases Shift Upward in New Jersey -  “We’ve definitely plateaued,” Gov. Phil Murphy said during an appearance on CNBC this morning. The state’s seven-day average for new cases was 3,234 on Thursday, up 11% from a week ago and 17% from a month ago. That's the highest seven-day average since Feb. 13. Nearly 2,000 people are being treated in the state’s 71 hospitals. That's down from a winter high of more than 3,800 in mid-December, but up from March 7 when 1,785 were hospitalized. (nj.com)  

The U.S. House Passed a Bill that would Extend the Paycheck Protection Program by two months. Now it Goes to the Senate. - The House voted to extend the federal Paycheck Protection Program by two months to May 31, instead of the current end date of March 31. The bill now goes to the Senate, where it is expected to be approved. It would give businesses more time to seek forgivable loans under the popular program to help struggling businesses. (CNBC)

Big Federal Grants for Restaurants are Coming Soon. Restaurant Owners Should Prepare Right Away to Apply.  - A $28.6 billion federal fund, under the recently signed Federal Relief Act, will offer grants to restaurants and bars based on lost gross revenue between 2019 and 2020. The maximum grant size is $5 million for restaurants, $10 million for restaurant groups. Here is step-by-step guidance on applying for the grants, including relevant links. FDA Opens the Door to Widespread Use of Home-COVID-19 Tests  - The U.S. Food and Drug Administration will allow some developers of COVID-19 tests to market their products for at-home use without first studying how well the tests perform in people without symptoms. Union County Vaccination Center - When to Try to Secure an Appointment 

Reminder that the best times to try to schedule a vaccination through Union County's vaccination center at Kean University is Friday afternoons and Saturdays; that is when the County receives additional doses and opens up vaccine appointments as they are able. Union County residents are encouraged to secure an appointment online at https://www.ucnjvaccine.org/. . A call center is available for residents who do not have access to the Internet or a computer, but the County stresses that the website is a better route if you are able. The call center phone number is 908-613-7VAX (7829); hours of operation are Monday-Friday, 9 am to 7 pm, and Saturdays from 9 am to 1 pm.

Vaccine eligibility will be expanding on March 15 to include transportation workers, public safety workers who are non-sworn law enforcement, such as fire safety inspectors and probation officers, migrant farmworkers, members of tribal communities, individuals experiencing homelessness and those living in shelters, including domestic violence shelters. The Governor also reiterated that compassionate care, essential caregiver, outdoor, and end-of-life visitation by appointment should be permitted at Long-Term Care Facilities, even when indoor visitation is otherwise restricted because of the status of the Long-Term Care facility.

State Vaccine Info

New Jersey is averaging 67,000 administered doses per day.

The state hotline 855-568-0545 continues to assist residents, with live agents from 8:00 a.m. to 8:00 p.m., in getting information on how to register, as well as how to schedule vaccine appointments as people become eligible. The agents remind residents that there is no out-of-pocket expense to get vaccinated and that the two vaccines are not interchangeable.

The state continues to encourage the general public to pre-register for eligibility for the vaccine online. Individuals will be permitted to input their personal, contact, health insurance, and demographic information. Those who are immediately eligible based on screening questions will be able to schedule an appointment.

Outdoor Dining in BH to Be Extended

In an effort to continue to help our businesses through this pandemic, the Township Council will introduce an ordinance at the March 16 meeting to extend outdoor dining through the end of 2022, while we work on a permanent extension to the program. Paycheck Protection Program is Scheduled to Expire in 16 Days 

With the end-of-month deadline looming, federal lawmakers are pushing to extend the Paycheck Protection Program by two months to May 31. It would give businesses more time to seek forgivable loans under the popular program to help struggling businesses. (CBS News)

COVID-19 Mobile Testing Site in Berkeley Heights Wednesday at The Park

There will be a Mobile Testing Site in Berkeley Heights on Wednesday, March 17, from 3 to 5 p.m. at The Grove, located in The Park on Connell Drive in Berkeley Heights. [As you enter Connell Corporate Park, follow signs for exact location.]

The mobile testing will be a saliva test. There is no food, drink, smoking or chewing gum 30 minutes before the test. Please bring a tablet or smartphone for registration and have an email address ready to input into the registration to receive your results.

"COVID numbers are increasing -- not only among adults but now among children as well," said Mayor Angie Devanney in a call to the community on Sunday. "We now have about 25 active cases as of today and 79 new community cases since March 1st to March 14th."

Union County Received First Shipment of J&J Vaccine
The Union County Board of Commissioners is pleased to announce that the County has received its first shipment of Johnson & Johnson COVID-19 vaccine from the New Jersey Department of Health. The available doses are being distributed to seniors at five locations through the newly launched Union County Mobile Vaccine Unit, and additional sites will be added as soon as more doses become available. The Union County Mobile Vaccine Unit launched today at a senior residence in Linden. Residences in Hillside, Plainfield, Roselle, and Union Township are also included in the program, accounting for the full shipment received from the state Department of Health. Additional sites will be added to the mobile program once more vaccine is available.  

“The new mobile unit enables us to bring vaccines to seniors who would have difficulty traveling to the Kean University site, and the single-dose Johnson and Johnson vaccine enables us to reach more seniors as quickly and efficiently as possible. The new mobile service also helps limit the risk of exposure for people who are most vulnerable to the potentially deadly effects of the virus,” said Board of Commissioners Chairman Alexander Mirabella.

Who Can Get Vaccinated?
Currently, vaccines are available to the following groups:
  • Paid and unpaid healthcare workers
  • Residents and workers of long-term care and high-risk congregate care facilities
  • First responders including sworn law enforcement and fire professionals
  • Individuals aged over 65
  • Individuals aged 16-64 that have certain medical conditions that increase the risk of severe illness from the virus
  • Pre-K to 12 educators and staff
  • Childcare workers in licensed and registered settings

Beginning March 15th, the following groups will be eligible to book vaccine appointments:

  • Transportation workers
  • Additional public safety workers
  • Additional high-risk individuals

Union County Testing Site Info

  • Testing is available to all Union County residents who wish to be tested, whether or not they are experiencing symptoms. It is free of charge, regardless of whether you have insurance or not.

Details on the American Rescue Plan Act of 2021 (the most recent COVID stimulus bill passed by Congress) - Through the CARES Act and the Consolidated Appropriations Act, Congress expanded existing unemployment insurance benefits and created new benefits, through the following three programs: (1) Federal Pandemic Unemployment Compensation; (2) Pandemic Emergency Unemployment Compensation, and (3) Pandemic Unemployment Assistance.  Under the December 2020 Consolidated Appropriations Act’s amendments to the CARES Act:

  • Federal Pandemic Unemployment Compensation (FPUC) originally provided a supplemental $300 weekly benefit for each week of unemployment between December 26, 2020 and March 14, 2021. This has now been extended until September 6, 2021.
  • Pandemic Emergency Unemployment Compensation (PEUC) provided for up to 24 weeks of additional unemployment benefit eligibility, available through March 14, 2021, for individuals who had exhausted unemployment benefits otherwise available under state law. The Rescue Plan extends PEUC by providing for up to 53 weeks of additional unemployment benefits to eligible individuals who have exhausted the unemployment benefits available under state law. Before the CARES Act, states capped the duration of regular unemployment benefits at 26 weeks. The CARES Act provided for an additional 13 weeks of benefits under PEUC, and the Consolidated Appropriations Act provided for up to 24 weeks of additional PEUC benefits. With the latest extension under the Rescue Plan, eligible recipients of unemployment benefits in many states can now receive up to 79 weeks of benefits. Federal Pandemic Unemployment Compensation also provides for a supplemental weekly benefit of $300 per week for each week of unemployment between March 14, 2021 and September 6, 2021. This is the same supplemental benefit amount that was previously provided under the Consolidated Appropriations Act.    
  • Pandemic Unemployment Assistance (PUA)  extended unemployment benefits to certain workers traditionally not eligible for unemployment benefits under state law, such as individuals who are self-employed, independent contractors, and workers who have a limited work history. These benefits were available through March 14, 2021. Under the Consolidated Appropriations Act, the duration of benefits for eligible workers was extended to a total of up to 50 weeks. The Rescue Plan provides eligible individuals up to 79 weeks of PUA benefits, an extension from the 50 weeks of benefits provided previously under the Consolidated Appropriations Act (under the CARES Act, the duration of benefits was 39 weeks). 
  • Unemployment Benefits and Taxation, unemployment benefits are taxable, yet the Rescue Plan waives federal taxes on the first $10,200 of unemployment benefits that an individual collected in 2020. However, this tax suspension only applies to taxpayers whose adjusted gross income in 2020 was less than $150,000.
  • The Rescue Plan Encourages States to Waive Unemployment Waiting Periods.  The Rescue Plan further creates greater incentive for states to waive waiting periods for unemployment benefits than the Consolidated Appropriations Act because benefits paid during a waived waiting period will now be 100% federally funded, as opposed to the 50% funding provided for under the Consolidated Appropriations Act.
  •  Other Relief-Related Provisions included in the American Rescue Plan Act (ARPA)

    •  Restaurant revitalization grants.American Rescue Plan Act (ARPA) appropriates $28,600,000,000 for fiscal year 2021 for struggling restaurants.  Financial assistance will be available until expended. Eligible entities include restaurants, other specified food businesses and businesses operating in an airport terminal. It does not include:
      • state or local government operated business
      • any company that as of March 13, 2020 operates in more than 20 location
      • it also does not include any business that has a pending application for, or has received, a grant under the Economic Aid to Hard-Hit Small Businesses, Non-Profits and Venues Act.
  • Assistance is given to any business who fulfills eligibility and certification requirements.  Grants may be used for payroll costs, mortgage payments, rent, utilities, maintenance expenses, supplies, food and beverage expenses, covered supplier costs, operational expenses, paid sick leave and any other expense determined to be essential to maintaining the business. 

    • Shuttered Venue Operators authorized grants to eligible live venue operators or promoters, theatrical producers, live performing arts organization operators, museum operators, motion picture theatre operators, or talent representatives who demonstrate a 25% reduction in revenues. Again, assistance will be available until expended. 
    • Aviation Manufacturing Job Protection, ARPA established a payroll support program for the continuation of employee wages, salaries and benefits, employers who have furloughed at least 10% of its workforce in 2020 compared to 2019 or experienced a 15% decline in revenues from 2019 to 2020. 
    • National Railroad Passenger Association and Airports, ARPA also establishes funds to assist the National Railroad Passenger Association and airports financially impacted by COVID-19. 
    • ACA - The ARPA temporarily increases the dollar amount and expands eligibility for federal subsidies for health insurance coverage purchased through the Affordable Care Act (ACA) Exchanges. These ACA changes are temporary, and will expire after a period of two years.
    • Employee Retention Tax Credit - The ARPA extends the employee retention credit through the end of 2021.
    • Earned Income Credit ARPA - For tax years beginning after December 31, 2020, and before January 1, 2022, for taxpayers with no qualifying children:
      • The 7.65% credit percentage and phaseout percentage is increased to 15.3%.
      • The $4,220 earned income amount is increased to $9,820.
      • The $5,280 phaseout amount is increased to $11,610.

Indoor Capacity Increased

Gov. Phil Murphy announced that effective Friday, March 19, restaurants, recreational/amusement facilities, gyms and fitness clubs, barber shops, salons, and other personal care businesses can increase their indoor capacity to 50%. Murphy also upped the non-religious ceremony indoor gathering limit to 25 (previously 10) people and the outdoor gathering limit to 50 people. The governor says that the capacity increases are part of the state's continued efforts to jump start their post-COVID recovery and reinvigorate the economy. Union County Vaccine Hotline


In order to better assist seniors 65 years of age and older, and those who may not have internet access, the Union County Board of County Commissioners has a COVID-19 Vaccination Call Center for residents to schedule an appointment. The Union County COVID-19 Vaccine Call Center will also work to answer questions from residents who need more information regarding the COVID-19 vaccine, and can also help arrange transportation if necessary for residents with a confirmed vaccination appointment.

The phone number is 908-613-7VAX (7829), and the hours of operation are Monday-Friday, 9 a.m. to 7 p.m., and Saturdays from 9 a.m. to 1 p.m.

  Within the hotline system, there will be tailored assistance for:

  • Seniors over 65 years of age;
  • Those in the 18-64 age range with qualifying medical conditions who may lack internet access;
  • Residents who need assistance in Spanish;
  • Residents who may need assistance with transportation to and from vaccination sites

Those currently eligible to receive the vaccination are individuals ages 65 and older, persons 18-64 with high-risk medical conditions, uniformed police officers, firefighters, health care workers and others identified in Group 1A.

N.J. reports 20 COVID deaths, 2,201 cases. State tops 2.5M vaccine doses administered. -  New Jersey health officials on Monday reported another 2,201 confirmed cases of the coronavirus and 20 additional confirmed deaths as the total number of vaccine doses administered topped 2.5 million. “We passed the 2 million mark just a week ago today. In seven days, we have delivered another 500,000 shots into the arms of New Jerseyans,” Gov. Phil Murphy said. “It took us three weeks to move from 1 million to 2 million shots administered. We’re on track to beat even the faster pace and then some. Additionally, our six mega-sites have now crossed the threshold of 500,000 total doses administered.”

CDC Issues New Guidance on Masks for Vaccinated  

On Monday, the Centers for Disease Control and Prevention said that although those fully vaccinated should still take precautions like mask wearing in public, staying 6 feet apart from others and avoiding crowds and poorly ventilated spaces, the federal agency also said fully vaccinated people CAN do the following:

  • Gather indoors with fully vaccinated people without wearing a mask.
  • Gather indoors with unvaccinated people from one other household (for example, visiting with relatives who all live together) without masks, unless any of those people or anyone they live with has an increased risk for severe illness from COVID-19.
  • However, if you live in a group setting (like a correctional or detention facility or group home) and are around someone who has COVID-19, you should still stay away from others for 14 days and get tested, even if you don’t have symptoms.

We’re still learning how effective the vaccines are against variants of the virus that causes COVID-19. Early data show the vaccines may work against some variants but could be less effective against others.

Townwide Covid-19 Robo Call: Recent Spike in Numbers  March 7, 2021

Over the last 7 days, 44 new community cases of COVID-19 have been reported, which is up dramatically from the 16 cases reported the previous week. 

It is imperative that we remain vigilant in our efforts to reduce the spread of the virus as there are many mainstream quality of life issues at stake; such as increased indoor capacity at restaurants and other businesses, as well as outdoor capacity. With some of our favorite holiday traditions are around the corner and Spring several weeks away, we must not threaten our progress. Additionally, the reopening of schools is also dependent on our commitment to tamping down this recent spike.  

According to the NJ Department of Health, “the reopening of schools requires a broad community commitment to reduce the risk of exposure to the virus that causes COVID-19. Such commitment involves social distancing, wearing masks, cleaning and disinfection and meticulous hygiene practices such as frequent handwashing. Some amount of community mitigation will also be necessary until a vaccine or therapeutic drug becomes widely available.”

I know many of us expected that after the roll out of the vaccine, our life would have an immediate return to normal. Despite the release of the Moderna, Pfizer and Johnson & Johnson COVID-19 vaccines, the vaccine is designed to stop the virus from making a person sick.   Researchers do not know yet if the vaccine will stop a vaccinated person from spreading the virus. What’s more, mass vaccination of all populations and age groups is still months away. When to Stay Home When Sick or if Exposed to COVID-19: 

  • If you have tested positive (viral test) for COVID-19 
  • If you have COVID-19 compatible symptoms 
  • If you have had potential exposure to COVID-19 from a close contact with a person who had COVID-19 in the past 14 days. 
  • If you have engaged in domestic and/or international travel in the past 10 days, unless they are exempt from the quarantine recommendation.

    BH to Benefit From Federal Stimulus Bill

    Berkeley Heights is due to receive more than $1 million dollars from the Biden stimulus bill. The U.S. Senate on Saturday approved President Biden's $1.9 trillion coronavirus relief package on Saturday, over 24 hours after opening debate on the bill. The bill now heads to the U.S. House of Representatives; if passed and signed by Biden, New Jersey stands to receive an estimated $9.3 billion—split, approximately $6.4 billion to the state and $2.9 billion combined to each county and municipality—which is significantly more than it would have received under a formula that only considers population. The Berkeley Heights Township is awaiting additional information about how exactly that money can be spent; the Mayor and Council will take the allowed uses into account when continuing with this year's budget preparation. The news has put a slight pause on the municipal budget, so Mayor and Council can be sure the money is used where it is needed most.

    New Jersey-based Merck said Saturday the experimental antiviral drug molnupiravir it has been developing with Ridgeback Bio showed a quick reduction of the infectious virus in a study among participants with early COVID-19.

    Who is eligible for vaccination at this time? (Click here for more) 

    Currently, vaccines are available to the following groups:

    • Paid and unpaid healthcare workers 
    • Residents and workers of long-term care and high-risk congregate care facilities 
    • First responders including sworn law enforcement and fire professionals 
    • Individuals aged over 65 
    • Individuals aged 16-64 that have certain medical conditions that increase the risk of severe illness from the virus Pre-K to 12 educators and staff 
    • Childcare workers in licensed and registered settings
  • Beginning March 15th, the following groups will be eligible to book vaccine appointments:

    • Transportation workers
    • Additional public safety workers
    • Additional high-risk individuals
  • Beginning March 29th, additional frontline essential workers will be eligible to book vaccine appointments. See below for additional details on who is eligible to receive the vaccine.

    Seniors Can Contact Township for Help Getting Vaccine Appointments 

    Berkeley Heights seniors can sign up for vaccinations through the Township's dedicated senior citizen hotline. Senior residents should email their name, date of birth, contact number and address to seniors@bhtwp.com, or leave a voicemail at (908) 464-2700 ext. 2229. Someone will respond within 24 hours. It would be helpful to also indicate how far you or your driver are willing to drive to get the vaccine. Most available bookings are at Rockaway Center Mall in Morris County, Morristown and the Summit Community Center. At all of these locations, seniors will have their second dose scheduled before they leave the vaccination site.

    Union County COVID-19 Test Center Announces New Hours 

    The Union County COVID-19 Drive-Thru Test Center at Kean University is changing its operating hours to Monday, 9:00 a.m. to 2:00 p.m. and Wednesday and Friday, 9:00 a.m. to 12:00 p.m. Anyone who has an appointment for those days will have their appointment honored during these hours. Persons who cannot make the new hours must reschedule through the web at www. ucnj.org.

    From the State

    The state COVID hotline 855-568-0545 continues to assist residents, with live agents from 8:00 a.m. to 8:00 p.m., in getting information on how to register, as well as how to schedule vaccine appointments as people become eligible. The agents remind residents that there is no out of pocket expense to get vaccinated and that the two vaccines are not interchangeable. The state continues to encourage the general public to pre-register for eligibility for the vaccine online. Individuals will be permitted to input their personal, contact, health insurance, and demographic information. Those who are immediately eligible based on screening questions will be able to schedule an appointment.

  • Unemployment Claims in N.J. Drop to a 52-Week Low – New unemployment claims in New Jersey last week dropped to their lowest levels in 52 weeks, or since the start of the pandemic, the state Labor Department announced yesterday. For the week ending Feb. 27, the state received 10,384 claims, 392 fewer than the prior week and the third straight week of declines. The state, however, has seen 2,034,337 new jobless claims in the past year, a number that far eclipses any other period. (ROI-NJ)

    Free COVID-19 testing is available at many locations across the state

    Below, you can find a list of free public testing locations in New Jersey by county, including short-term pop-up testing sites. You can search New Jersey's 400+ permanent testing locations, both public and private, using the test site finder tool here.

    In addition, free COVID-19 testing and treatment is available at Community Health Centers, also known as Federally Qualified Health Centers (FQHCs), to all people whether you have health insurance or not and regardless of your immigration status Find an FQHC near you with this search tool, through 211 online, or by directly calling 2-1-1 (support is available in English and Spanish).

    Individuals with urgent symptoms may also continue to access services at acute care hospitals. The COVID-19 testing cost will be waived for uninsured individuals eligible for charity care. Information on the Charity Care Program can be found at: https://www.nj.gov/health/charitycare. You should talk to a medical provider before going to your local hospital.
